But this week, they suffered the humiliation of being over-ruled by Health Minister Andy Kerr.

He told them an independent group chaired by Edinburgh expert Andrew Calder would consider ALL the options for a new site, not just the Southern.

And Mr Kerr said he - not the health board - would make the ultimate decision about where the new hospital will be sited.
