THERE'S growing disenchantment between Labour at Holyrood and Labour councillors. It's been brought to a head by the inept way party leader Wendy Alexander and her parliamentary team have handled the question of "ring-fenced" funds for local councils.
Although the previous Labour-LibDem Executive planned a gradual easing of the restrictions on how local authorities handled their budgets, the SNP government is lifting the barriers almost immediately.See the full content of this document
