LIBDEM leader Charles Kennedy launched his party's election manifesto today, promising tax changes which he claims will benefit 15million families.
That is the number of households expected to receive smaller bills under LibDem plans to replace council tax with local income tax, while six million pensioners would pay no local tax at all, according to the party's calculations.See the full content of this document
