IT WAS an absolute certainty Alex Salmond would challenge the UK Government to hold a referendum over the recommendations made by the Calman Commission on devolution.

If Tony Blair thought it was important to have a question on tax in the referendum which set up the Scottish Parliament, why shouldn't the public be asked about a measure in Calman's report which would give MSPs even more scope to vary the cash workers have to hand over?
