DESPITE ample warnings and threats of fines, careless dog owners are still allowing their pets to foul Scotland's streets and parks on a daily basis.

This unpleasant activity poses a health risk to everyone unfortunate enough to to come into contact with it - not least small children who, in worst cases, can develop blindness or paralysis if infected with a parasite contained within the excrement.
